Rala とは. 英語では the People's Volunteer Corps のことだ。 単純に ボランティアと呼ばれることが多い。

彼らにも制服がある。

ポリースの制服とは 違う。

消防士の制服とは 柄は似ているが 色が違う。

軍隊の制服のようにも見えるが、空軍じゃないし、海軍でもなさそうだ。 陸軍かな と思ったのだが、重火器の装備行進がないので陸軍とも違う感じだ。

でも 何か 防衛/安全/公益 のために活動していることを示す制服を着ている。

一体 どう言う人達なのだ、と聞いたら、彼らはボランティアなんだ、という返事をもらった。

キャメロン高原で 独立記念日の式典があった時のことだ。

色々な制服を着た一団が 行進して 広場に整列した時のことだ。

近くにいたマレー人に聞いたら、そう教えくれた。

ボランティアって 教えてもらい、その時は、あーそうか、日本でのいわゆるボランティアなのか、と思った。

でも なんだか しっくりこなかった。

ボランティアっていうと、日本的感覚では、自治会活動の一環として道路のゴミを掃除したり 、小学生のために通学路の交通安全誘導をしたり、老人ホームを慰問したり、赤い羽根募金をしたり、という感じなのだが、マレーシアのボランティアの制服は、もっと厳しい仕事に従事している雰囲気だから、マレーシアの場合は、ボランティアって 日本的感覚 の活動 プラス 自警団 的活動を含むのかなぁ というくらいで理解していた。

あるいは 退役軍人が 時折 記念式典とか特別のイベント時に交通整理とか 災害発生時の救助補助などのためにボランティア参加する制度なのかなぁ とも思った。

しかし この記事を読んで ようやく わかった。

The People's Volunteer Corps
The People's Volunteer Corps (Malay: Jabatan Sukarelawan Malaysia), abbreviated RELA, is a paramilitary civil volunteer corps[1] formed by the Malaysian government. Their main duty is to check the traveling documents and immigration permits of foreigners in Malaysian cities, including tourists, visitors and migrants to reduce the increasing rate of illegal immigrants in Malaysia. RELA has the authority to deal with situations like policemen, such as raiding suspected streets or places such as factories, restaurants and even hotels. They are also fully authorised to conduct the interrogation and even detaining people who forgot to bring their traveling documents, like passports and/or working permits. Besides that they are also tasked with security works at times. During times of war, they are absorbed into the Malaysian Army as support groups despite their law enforcing duties. They are also tasked to do SAR works if needed.

守備範囲は広そうだ。

サバ ／ サラワク では 更に こんなことまで 担当しているという。

Zulkifli said Rela also plays a big role at unmanned or short-take-off and landing (STOL) airfields in Sabah and Sarawak where its personnel maintain safety and security.
"They are specially trained by Malaysia Airport Berhad (MAB) and I am told without the presence of our personnel, the aircraft will be unable to land and take-off. They are also trained in fire-fighting." he said.

それに ボランティアの活動を邪魔することは 違法行為となるとも書いてある。

"There is a lack of understanding by the public on the role of Rela. When they are on duty, they are considered civil servants and are protected by specific laws. Refusing orders of Rela personnel on duty amounts to the offence of "obstructing a civil servant from performing his or her duty".

全国でボランティア構成員は300万人もいる。 そして 僅か 1111人の常勤公務員によって 統制管理されているという。

The 3.04 million members in Rela nationwide managed by a mere 1,111 permanent or full-time civil staff.

どうやったら こんな少人数で 300万人ものボランティアを統制できるのか、というと 組織管理構造が 軍隊組織を真似て組成されているからだという。

Asked how the small number of permanent staff managed the huge number of volunteers, Zulkifli said management structured similar to the military is in place at each district headed by a captain, a lieutenant and platoon leaders, all who are volunteers

英国統治時代に導入された制度なのだろうか？
