マレーシアの北朝鮮からの奴隷労働者 ( マレーシアと北朝鮮の不思議な関係 )
Malaysia has also come under fire for its treatment of North Koreans working in the country’s mines.
The miserable and largely hidden plight of those workers came to light last November when one North Korean was killed in an explosion at a coalmine where more than 40 North Koreans were employed.
これは 2015年2月の新聞記事だ。
2014年11月に マレーシアの炭鉱での爆発事故で 北朝鮮からの29歳の青年一人を含む4人の外国人労働者が犠牲になり、30人以上が怪我をしたのだが、その炭鉱に従事していた46名の北朝鮮労働者の生活/労働環境は 奴隷と同じレベルだったことが発覚し 問題になったのだ。
その炭鉱には外国人労働者が119人いたのだが そのうちの46人が北朝鮮からの出稼ぎ労働者だった ということで 危険な重労働にはいかに北朝鮮からの労働者が重宝されていたか が分かるのだ。
Four foreign workers including a 29-year-old North Korean man identified as Pang Ching Nyok, 29, were killed during the 9am incident.
More than 30 workers, who were among 119 foreign workers employed at the coal mine, were injured during the explosion.
A total of 46 foreign workers employed as miners were from North Korea.
北朝鮮からの出稼労働者は マレーシアだけでなく 他の国にも送り込まれており、10万人規模となって 外貨を稼いでいるのだが、実態は奴隷同然だ という指摘がされている。

この新聞では、マレーシア政府高官は、「北朝鮮からの労働者は 規律良く 献身的で、しかもタフ で どんな危険な作業も厭わない、ローカルの労働者が拒否するような危険な作業も彼らは嫌がらずに担当してくれる」、 と言って 大変に評価をしているのだ。
In the wake of the disaster a top Malaysian government official said North Korean workers were “disciplined, dedicated and tough” and, more importantly, were prepared to do “very dangerous and tough” jobs that locals refused to perform.
以上は、 今から 2年半前の記事内容なのだが、他にも 「 KLでの北朝鮮レストラン 外貨稼ぎ ; 閉鎖に」 の記事も 金正男暗殺事件(2017/2)の後には登場し、マレーシア国内でも 政府に対して 北朝鮮への制裁強化を求める声が強くなっていた。

しかし その後 暗殺に関係したと思われる北朝鮮関係者の帰国を認めたり、金正男の遺体を北朝鮮に引き渡したり、という展開になり、マレーシア政府の腰砕け姿勢に 驚いたものだ。
それから2年半 たった 2017/9 ( 現時点 ) になり、ようやく次の新聞記事のご登場だ。

核開発とミサイル発射を繰り返す北朝鮮をもはや放置できないとして 9/11 国連でロシアと中国も賛成する形で新たな北朝鮮制裁決議が全会一致で採択された以上、マレーシアとしても もはや奴隷労働者を利用していないのだ、というアッピールをする必要が出た ということだ。
しかし 一方 こんな記事も出ている。
「 北京経由(*)でなく直接に北朝鮮に航空機で入国できる便宜を与えてもらうことは大変に名誉なことだ 」と宮殿ステートメントが出るなんて、一体 どうなっているんだろう。
(* ; 要人の訪北朝鮮は 北京経由が通例。 その通例を無視する 「北朝鮮からの便宜供与」 は北朝鮮と中国の関係悪化を意味するのだろうか。)
実に不思議な関係だ。

North Korea also granted the prince “full access” to its airspace “anytime” he wants to visit North Korea from Malaysia, the palace statement said. “It is the highest honour as any other world leader will need to stop by in Beijing beforehand,” it said.
