マレーシアに戻って来れずにロンドンで立ち往生している英人MM2Hの困惑は続いている。

So on the morning of May 21, I went to the Malaysia High Commission in London hoping to sign a guarantee letter and get approval to return. A helpful woman there told me they don’t have any official information of the two aspects of requirements as attributed to Ismail. They know of developments from the media but have had no formal communications from Malaysia. She will let me know when she knows more.

そうだろう在英マレーシア大使館だって本国から何の連絡も受けていないのだから新聞報道以外の情報は持っていない。

guarantee letter の発行と　approval を出して欲しい　と言われても対応のしようがない。

To add further confusion, I see that Ismail has issued a further statement on May 22 with some variations on what has been said previously. Online forms are said to be available from the high commissions and embassies, but are they aware ?

上級相からの追記コメントによれば　大使館宛てにはオンラインで用紙申請もできる　としているが、本国から何の連絡/指示も受けていない大使館がどうやってオンライン申請業務に対応できる　というのか。

以上は　ロンドンにいる英人MM2Hの困惑状況だが、これは間違いなく在日マレーシア大使館においても同じだろう。

And why is it important to have special approval to return? If I test negative for Covid-19, and already have a resident MM2H visa approved through MOTAC’s established procedures, then what is the problem?

分かりますよ、その気持ち。

ただし　ちょっと気になるのは　If I test negative for Covid-19,  として　出発地国でコロナ陰性診断が取れていたとしても、次の説明文にあるように　インキュベーションピリオドに検査しているなら検査結果が陰性だったとしても、その情報に価値はない　ということだ。

Even if we were to test them, they may be negative because they could be in the incubation period when the test was conducted.

だから　マレーシア入国時に14 日間の検疫/隔離をして　かつその時にPCR検査判定で陰性の確認が取れたら入国を認める、ということにして、出発地国での陰性診断は意義が乏しいので不要　とすべきだと思うけど。

上級相の発言には振り回されないで　保健省/イミグレは感染専門家のアドバイスを良く聞いて　合理的な取り扱いをしてほしいものだ。

なお、不法入国労働者については　隔離期間の滞在コストや治療コストをマレーシア側が実質的には負担するんだろう　という点を考えると、合法的にマレーシアに入国しようとするMM2Hについては　やはりマレーシア側の負担にしないとバランスが取れない　という感じもする。

不法なら無料で　合法なら有料　って　なんだか変だ。

そうは言っても　自分の希望でマレーシアに入国したいという以上　検疫/隔離コストは自己負担すべき　と言われれば　その通りです　としか返事ができない。

この記事の中に　“ Even if we were to test them, they may be negative because they could be in the incubation period when the test was conducted.

というセンテンスがある。
